MOA for the rail and scope mount

I saw in rifle and scope mount description it normally mentions it's 0 or 20 MOA rail or mount.

I am wondering if that means the picatinny rail and scope mount elvation can be adjusted to up to 20MOA?

That means it would have either 0 or 20MOA of forward cant built into the base or mount.
Freeing up some of your elevation adjustment in your scope for longer range shots.

Thanks, so it’s a fixed built in feature, not something I could adjust right?

Can I say the 20MOA rail or the scope mount/rings is making the scope pointing 20MOA down (if the barrel direction consider is horizontal, the scope direction is pointing like a down hill) to give the scope elevation adjustment additional 20MOA up when shooting longer distance?
