Re: Paperwork To Register a SBR Lower

    OK
Sent the paperwork in to register an AR lower as an SBR on Feb. 14.
Got a call from an examiner yesterday that it was approved.
So I guess that took about 2.5 months.

    I should have registered two.

Apparently "multi caliber", as many lowers are engraved these days, does not get it when registering an SBR.
If you solely put multi as the caliber they will most likely send your paperwork back to you.

I wonder how the manufacturers get away with that?

Uh Oh... I sent off my SBR paperwork a week ago and listed is as Multi Caliber. It is currently a 300Whisper. I want to also use it for 223. I guess we'll see what they say...

thats the easiest way to fill out those forms and the fact that you print them out instead of hand writing makes it a lot easier on the examiners when they are going over it, trying to guess our sloppy handwriting.

Not many people I know will send copies of their approved forms around. IF someone got that and used it for unaproved actions. you would be in serious shit. not saying you would do that BUT there is always a chance someone gets it.

Keep in mind that the forms need to be double sided on a single sheet of paper and filled out in duplicate.

i found out that if you are military, and claim the state you are residing in and using your military orders as proof, doesnt work for a sbr. Maybe a handgun or a rifle but not a sbr.

I think the Form 1 that Title II is setting it up on is the old one and doesn't work any longer. There has been a revised Form 1 that the ATF released sometime last year.

Ya, I just did a couple form 1's for some supressors i want to build a few weeks ago, and i checked around and the title II site is NOT the latest revision of the form 1.

There is a link to the newest form 1 here:

Re: Paperwork To Register a SBR Lower

Has anyone had a successful transfer using "multi" as caliber specified???

Would it be a violation to use a dedicated .22LR, 9mm AR15, 5.7 upper on a specified 223/556 SBR lower?

Re: Paperwork To Register a SBR Lower

How do you come up with an overall length? Is it with the Stock collapsed or extended? I don't have the SBR upper and not sure if I will change out stocks. How are you coming up with the length to put on the form 1?

Also do you put a name of the Trust on #10 after the signature?

Take your rifle, stock extended, and if you have a regular upper, remove the flash hider. Measure from the butt to the end of the muzzle and subtract the difference. Example: Rifle(with 16"bbl) is 37 OAL extended. If you're getting a 10" bbl, subtract 6" for 31 OAL. This will be sufficient for your paperwork.

It is not a violation to use various uppers on a ".223" lower. Lots of people do this. My 10.5" AR is registered as "Multi" but it is a factory SBR and transferred to me on a Form 4 instead of a Form 1. Not sure if that makes a difference. I know ATF has been rejecting form 1's with "Multi" for some time now. Seeing as it's not a violation to use different uppers, I don't see any harm in picking one for the paperwork's sake.

Symtex - from my approved paper work:

    Box 4E: 10.5" barrel; Box 4F: 29.75"

    Box 4E: 11.5" barrel; Box 4F: 33.5"

You register you SBR with your primary upper (caliber and length) and you are permitted by law to 'temporarily' install any other upper (caliber or length) on the registered lower.

The belt and suspenders crowd registers with the primary upper and then sends a registered letter to the BATFE stating that they intend to use the registered lower for a variety of other uppers.

Myself, having read a lot on both sides of the argument see no need to send them any correspondence.

Also remember that installing a 16" or longer upper on a registered lower doesn't change its legal status and the requirements related to paper work.

    Good luck

So do we use a "FORM 1" or "FORM 4" to register our SBR lower?
what's the pros vs cons on either?

Re: Paperwork To Register a SBR Lower

You'll use a Form 1 to register a standard lower as an SBR. You'd use a Form 4 if it comes from the factory assembled as an SBR. In one case, you're "manufacturing", whereas with the complete rifle, you're "transferring" a complete weapon.

Re: Paperwork To Register a SBR Lower

My SOT's response was to list the original or single specifications for OAL, Bbl length and Cal... you are still free to change uppers as a non-permanent change. Keep the original upper.

I don't know either, good question.

Are Form 1's with a bunch of different configs still being excepted?
example: 9mm/7.5' bbl could also state: “May also be used with 9mm/10.5" barrel, 5.56mm/10.5", 5.56mm/11.5”, 5.56mm/14.5”, and 22lr/7.5"

Just a FYI the forms on titleii are out of date. The atf.gov link is the most current and up to date form. I know of two people who were rejected due to using old forms.

Re: Paperwork To Register a SBR Lower

I fill out the shortest barrel length possible on an SBR. This way if you put a bigger upper on you will not have any problems.
